The Development Bank of Jamaica (DBJ) seeks to identify suitable applicants for the position of: FINANCIAL MANAGEMENT SPECIALIST

The Access to Finance Project is a US$15 million project developed by the International Bank for Reconstruction and Development (the World Bank) and the Government of Jamaica. The Development Bank of Jamaica (DBJ) will launch a series of initiatives to improve access to finance for MSMEs.
With the support of a second US$20M from the Inter-American Development Bank (IDB), the DBJ will continue to expand the scale and range of financing programmes to MSMEs with focus on DBJ’s partial Credit Guarantee programme. The Development Bank of Jamaica (DBJ) has been designated as the implementing Agency and has established a Project Implementation Unit (PIU) to ensure that the needs of all stakeholders are met and that the projects are implemented within the established timeframe and budget.
The PIU will be staffed by a Financial Specialist under an initial contract of 24 months.

The main responsibility of this position is to support the PIU to effectively and efficiently manage the financial management aspects of the Access to Finance Project with the World Bank’s support, and the Credit Enhancement Programme for MSMEs project with the support of the IDB. The position reports to the Project Coordinator.

Principal Duties and responsibilities:
Establish and maintain an integrated accounting system for all approved project activities to ensure smooth flow and constant availability of financial resources to the project and utilizing standard accounting procedures, which will ensure full documentation and recording of sources and uses of funds;
Provide guidance and direction to ensure that all arrangements are implemented to the satisfaction of the Government of Jamaica, the World Bank and the Inter-American Development Bank.
Ensure that accounting and other financial information are updated in the approved accounting software package system used
Prepare and submit quarterly Interim Unaudited Financial Reports (IUFRs), Financial Specialist - ACCESS TO FINANCE Update 2

The required minimum qualification, experience and attributes:
A first degree in Finance, Accounts or ACCA Level 11
Knowledge of GOJ’s Financial Management procedures and he Financial
Administration and Audit Act (FAA)
Good interpersonal, communication and presentation skills and able to work in a team.
Ability to work independently, take initiative and make sound judgments
Capacity to work under pressure and meet tight deadlines under minimum supervision.
Must be confidential with strong organizational, analytical report writing skills.
Knowledge of Great Plains accounting software would be a definite advantage.
At least five (5) years working experience preferably in the financial industry.
